The International Foundation tracks presidential administration developments to help educate the benefits community and their plan participants. Executive orders, regulations and other guidance will be posted here as they become available.

The U.S. Constitution divides the federal government into three branches: legislative, executive, and judicial. This is known as the system of checks and balances. The executive branch implements laws and includes the president, vice president, cabinet members and agencies. Agencies that impact employer-sponsored benefit plans include Internal Revenue Service (IRS), Department of Labor (DOL), Pension Benefit Guaranty Corporation (PBGC) and Department of Health and Human Services (HHS). New presidential administrations typically guide regulatory priorities which may differ from the previous administration’s priorities.
