The Administrator, Benefits and Wellness, coordinates activities related to DCC’s total rewards program, including verification, reconciliation, remittance and reporting for the various benefit plans, ensuring accuracy and adhering to strict timelines. The incumbent is the first point of contact for benefit inquiries and responds to them in a timely manner, while respecting confidentiality. In addition, the incumbent administers the Wellness Allowance program by reviewing and validating receipts prior to reimbursement. The Administrator also oversees DCC retiree benefit coverage and payments. The incumbent supports the Human Resources Department in all benefit-related matters and participates in employee education and communication activities to ensure strong understanding of DCC’s benefit packages across the organization. 

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

  • Manage daily administration of DCC’s group benefits package, and coordinate benefit administration for all new hires, employment status changes, life events and departures
  • Review employee coverage and benefits eligibility, and provide relevant advice and information
  • Enroll eligible employees in group benefits in the Enterprise Resource Planning system, entering all key and critical data to ensure accurate and timely coverage
  • Transmit the weekly benefits enrolment/eligibility file to benefits provider
  • Audit and reconcile monthly benefits invoice and prepare benefit costing reports with accuracy and within strict timelines
  • Provide superior customer service to employees and Human Resources business partners
  • Respond to inquiries about benefits, health and wellness, personal leave, bereavement leave and other policies in a timely manner, while respecting confidentiality
  • Act as main liaison between benefits provider and plan members (employees and retirees)
  • Prepare communications related to maternity and parental leave, health and wellness requests, and employee and retiree benefits
  • Prepare benefit invoices for retirees and employees on leave, and ensure accurate benefit management and coverage
  • Coordinate life claim requests with group benefits provider for deceased employees, retirees and dependants, and ensure accurate and timely benefit payouts
  • Develop engaging and comprehensive documents and guides to help employees better understand their benefits
  • Participate in the annual benefit renewal process
  • Coordinate and administer annual projects, including preparing salary increase letters and annual benefit statements

Other

  • Maintain leave calendar for Human Resources Department
  • Manage the archiving of former employees’ personnel files
  • Coordinate and prepare retirement plaques and certificates
  • Distribute mail to the Human Resources Department and prepare invoices for signature and remittance
  • Other duties as assigned

SKILLS 
General and Specific Knowledge:

  • Policies, procedures and regulations related to benefit administration

Formal Education and/or Certification(s) and Experience:

  • Minimum: college diploma in human resources, finance, accounting or administration and four years’ relevant experience, or the equivalent
  • Preferred: minimum requirements and Certified Human Resources Professional designation and/or Certificate in Benefit Plan Administration

Abilities:

  • Use applicable computer software and operating systems
  • Analyze and interpret information from various sources (Enterprise Resource Planning system, queries and benefits provider’s portal for administrators)
  • Explain benefit intricacies to employees
  • Make benefit calculations for invoices
  • Perform data entry with high level of accuracy
  • Adhere to strict deadlines
  • Demonstrate attention to detail

DEVELOPMENT AND LEADERSHIP:

  • Provide functional advice and guidance to employees and Human Resources business partners

WORKING CONDITIONS:

  • Typical office environment with occasional travel
