Introduction
The Ohio Conference of Teamsters & Industry Health and Welfare Fund, located in Toledo, Ohio, is currently seeking a qualified Plan Administrative Manager. The Administrative Manager reports directly to the Fund’s Board of Trustees, as well as providing services to, and reporting to the Boards of Trustees of two smaller affiliated funds – a welfare fund in the construction industry and a Teamsters apprenticeship fund. The Administrative Manager is responsible for overseeing all aspects related to the administration of the Funds’ Plans, and ensuring that their goals and objectives are met. This is a hands-on position that requires an experienced benefits professional who is able to function effectively with minimal direction.

The Funds include 15 multiemployer benefit plans that were established pursuant to collective-bargaining agreements between signatory companies and the Ohio Conference of Teamsters. These plans cover over 3,100 active members and retirees and include health and apprenticeship benefits primarily to members of various Teamsters locals across the State of Ohio.

Responsibilities

Supervisory and HR Responsibilities

  • Participate in the hiring, onboarding and training of employees.
  • Conduct performance evaluations that are timely and constructive.
  • Assign projects and responsibilities to all staff personnel as necessary and evaluate workload and performance periodically.
  • Oversee all departments and workflows to ensure quality of work product and timely project implementations.
  • Handle discipline and termination of employees as needed and in accordance with company policy.
  • Review and update employee handbook and other HR policies as necessary.
  • Recommend wage adjustments to Board of Trustees based on merit or industry trends.

Administrative Responsibilities

  • Oversee the day-to-day administration of multiemployer Health and Welfare and Apprenticeship Funds on behalf of their respective Board of Trustees.
  • Document, evaluate, and revise internal processes and controls to reduce costs and increase efficiency.
  • Manage annual open enrollment, including updating benefit guides, SBCs and required notices.
  • Collaborate with carriers, vendors, professionals, and internal team members on various matters such as plan design, program requirements, payments, and renewals.
  • Manage relationships with benefits providers, networks, and consultants to ensure high-quality service and competitive pricing and ensure adherence to service agreement terms.
  • Utilize data analytics to assess the effectiveness of benefits and health management programs and make data-driven recommendations for improvement.
  • Provide guidance and support to participants regarding benefits inquiries and issues, ensuring a high level of customer service.
  • Monitor collective-bargaining agreement renewals and manage all union and employer relationships. Provide consulting advice and expertise to employer and union negotiators on issues of contribution rates and eligibility or plan design which arise during collective bargaining.
  • Review internal monthly financials for accuracy and distribute to Trustees and professionals on a monthly basis.
  • Deposit incoming payments in appropriate accounts, monitor bank balances, and request fund transfers from investment accounts to operating accounts.
  • Prepare Board meeting documents and meeting packets.
  • Review minutes for accuracy and ensure all follow-ups and action items from previous meetings have been addressed.
  • Design, recommend and implement new benefit programs. Examine possible plan designs and benefit cost changes.
  • Ensure compliance with applicable government regulations and reporting, including ERISA, ACA, FMLA, and HIPAA.
  • Prepare, collect and organize data for actuarial assessment and annual audits.
  • Stay current on industry trends and best practices, continuously seeking opportunities to enhance the benefits provided by the plan.
  • Develop, review and deliver clear and effective benefit communications to participants and beneficiaries, affiliated unions, union stewards, trustees and vendors.

Job Requirements

Work Experience

  • Extensive and diversified background with at least 10 years of experience managing different functions with small and large organizations, preferably in benefits administration/operation.
  • Experience with Taft-Hartley benefit funds and working in a collectively bargained environment preferred.
  • CEBS designation preferred.

Educational Background

  • Bachelor’s degree in Business Administration, Business Process Management, Human Resource Management or other related field, or equivalent experience. Master’s degree in Business Administration preferred.

Specific Skills or Credentials

  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including Outlook, Teams and PowerPoint.
  • Project and team management/leadership skills and experience.
  • Proven ability to work effectively in a team environment.
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and thorough knowledge of benefit plan designs.
  • Ability to understand, evaluate, and make judgements or requests for proposals (RFP).
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, affecting employee benefit programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers’ compensation, Medicare, Social Security and DOL requirements.
  • Excellent verbal and written communication and organization skills.
  • Self-motivated and able to work independently.
